ISO/IEC 17025:2017 Laboratory Accreditation Readiness and Support in Dubai & UAE

Testing and calibration laboratories live and die by the credibility of their results. In the UAE, regulators, certification schemes and large buyers expect test reports to come from laboratories that have been formally assessed as competent. ISO/IEC 17025 is the international standard for that competence. Unlike management system standards, laboratories are accredited against it by an accreditation body rather than certified by a certification body. BRSM Global helps laboratories in Dubai and across the UAE prepare for assessment, from gap analysis to procedures, training and mock assessment.

Edition status (checked October 2026): ISO/IEC 17025:2017 is the current edition (confirmed by ISO in 2023). No amendment or revision has been published.

What is ISO/IEC 17025??

ISO/IEC 17025:2017 sets out the general requirements for the competence, impartiality and consistent operation of laboratories. It applies to all organisations performing laboratory activities, whether testing, calibration or sampling associated with later testing, and whether the laboratory is independent, part of a manufacturer or part of a government body.

The standard has two main strands. The management side covers impartiality, confidentiality, structure, document control, risk and improvement, much like other ISO systems. The technical side covers personnel competence, facilities and environmental conditions, equipment and metrological traceability, method validation, sampling, handling of test items, measurement uncertainty, ensuring the validity of results and reporting. Accreditation is granted for a defined scope of tests or calibrations, and it is confirmed by an accreditation body after an on-site assessment. We therefore describe our role as readiness support: we prepare you, and the accreditation body decides.

Benefits of ISO/IEC 17025 for UAE Businesses

Accepted results

Accredited test reports are recognised by regulators and schemes that require results from competent laboratories.

Technically defensible data

Method validation, uncertainty estimates and quality control checks make results repeatable and explainable.

Fewer customer disputes

Clear procedures, traceable calibration and complete records help resolve queries quickly.

Commercial credibility

Accreditation helps laboratories win work from industry, construction, food, environmental and product testing clients.

Better internal discipline

Defined responsibilities, equipment control and proficiency testing improve everyday laboratory practice.

ISO/IEC 17025 Requirements

The standard requires you to demonstrate:

  • General requirements (clause 4): impartiality and confidentiality, with the laboratory identifying and managing risks to both.
  • Structural requirements (clause 5): legal identity, defined scope of laboratory activities, management and authority.
  • Resource requirements (clause 6): competent personnel, facilities and environmental conditions, calibrated and maintained equipment, metrological traceability and control of externally provided products and services.
  • Process requirements (clause 7): review of requests and tenders, selection and validation of methods, sampling, handling of items, technical records, measurement uncertainty, ensuring the validity of results, reporting and complaints.
  • Management system requirements (clause 8): options A or B, document and record control, risks and opportunities, improvement, corrective action, internal audits and management review.

ISO/IEC 17025 Accreditation Readiness Process: How BRSM Global Supports You

Because laboratories are accredited by an accreditation body rather than certified by BRSM Global or any consultant, our process focuses on getting you ready and keeping you ready. The steps below follow our usual guidance, implementation, auditing and post-accreditation stages.

Step 1: Free consultation and scope definition

We discuss your tests, calibrations, clients and the recognition you need, and help you define a realistic scope of accreditation and the right accreditation body to approach.

Step 2: Gap analysis

Our consultants compare your current practices with the requirements of ISO/IEC 17025:2017 and highlight gaps in the management system and in the technical requirements such as traceability, validation and uncertainty.

Step 3: Planning and fixed quote

We prepare a project plan with responsibilities and milestones and a fixed written quote so you know the investment before work begins.

Step 4: Documentation and implementation

We help you write procedures, record formats and report templates, and support method validation or verification planning. This is the 'Guidance' and 'Implementation' stage.

Step 5: Training

Analysts, quality managers and top management are trained on ISO/IEC 17025, uncertainty, quality control and internal auditing.

Step 6: Internal audit and management review

We help you run a full internal audit and management review, including vertical audits that trace a result from request to report.

Step 7: Mock assessment and application support

We run a mock assessment that mirrors an accreditation body visit and help you prepare the application and supporting documents. This is our 'Auditing' stage. The guide to preparing for a Stage 1 and Stage 2 audit describes a similar approach for certification audits.

Step 8: Post-accreditation support

After accreditation we support surveillance assessments, scope extensions, proficiency testing planning and corrective actions, which is our 'Post-certification' stage.

Documents Required for ISO/IEC 17025

Common documented information includes:

  • Impartiality and confidentiality policy
  • Organisation chart, job descriptions and authorisation records
  • Personnel competence matrix and training records
  • Equipment list, calibration and maintenance records with traceability
  • Method procedures with validation or verification records
  • Measurement uncertainty estimates
  • Sampling plans and sample handling procedures
  • Quality control, proficiency testing and interlaboratory comparison records
  • Test or calibration report templates and review records
  • Internal audit, management review, complaint and corrective action records

How Long Does ISO/IEC 17025 Take?

Readiness for accreditation usually takes about 6 to 12 months, depending on how many methods are in scope, whether methods must be validated and how long equipment calibration and proficiency testing take. After preparation, you apply to an accreditation body, which carries out a document review and an on-site assessment, and accreditation is then maintained through periodic surveillance assessments.

Who Needs ISO/IEC 17025?

This is relevant to a wide range of organisations, including:

  • Construction materials, soil and concrete testing laboratories
  • Food, water and environmental testing laboratories
  • Calibration laboratories
  • Product safety and electrical testing laboratories
  • In-house laboratories of manufacturers and industrial plants
  • Laboratories supporting regulatory product conformity

ISO/IEC 17025 in Dubai and the UAE

In the UAE, accredited testing underpins several conformity processes. For example, the UAE conformity scheme for regulated products requires test reports from an accredited laboratory, and the published requirements for several product categories refer to ISO/IEC 17025. That makes accreditation commercially important for local laboratories and a requirement to check for companies selecting a test lab. If you are preparing products for UAE conformity, see our ECAS and G-Mark Product Conformity Support page.

Accreditation bodies operate at national and regional levels, and the right one for your scope depends on the recognition your clients and regulators accept. We help you confirm that before you invest. Laboratories in Dubai also benefit from combining accreditation with a broader quality system such as ISO 9001 QMS Certification, and from the practical guidance in ISO 9001 clauses explained.

Frequently Asked Questions About ISO/IEC 17025

What is ISO/IEC 17025?

The international standard for the competence of testing and calibration laboratories.

Is ISO 17025 a certification?

No. Laboratories are accredited to ISO/IEC 17025 by an accreditation body for a specific scope of tests or calibrations, which is different from management system certification.

Can BRSM Global accredit our laboratory?

No. Accreditation is granted by an accreditation body. We help you prepare for the assessment and keep your system effective afterwards.

Do we need ISO 9001 as well?

Not required. A laboratory that meets ISO/IEC 17025 operates in line with the principles of ISO 9001 for its laboratory activities, but many organisations hold both for different purposes.

How much does preparation cost?

It depends on your scope, number of methods and current maturity. We quote after a scoping review.

What is measurement uncertainty?

A quantified doubt about a measurement result. Laboratories must evaluate it and, where relevant, report it.
