ISO 13485:2016 Medical Devices Quality Management Certification in Dubai & UAE

Medical devices are among the most closely regulated products in the world, and the UAE is no exception. Manufacturers, importers and distributors that want to register products with the health authorities, win hospital and government supply contracts or export to other regulated markets are repeatedly asked for one document: a valid ISO 13485 certificate. BRSM Global helps medical device manufacturers, contract manufacturers and suppliers in Dubai and across the UAE build a compliant quality management system and achieve independent certification.

Edition status (checked October 2026): ISO 13485:2016 is the current edition; ISO's systematic review confirmed it in 2025 and no revision draft is under way. If you sell into the EU, also check the legacy-device deadlines in MDR 2017/745 (31 December 2027 or 2028, depending on class and conditions).

What is ISO 13485 Medical Devices Certification?

ISO 13485:2016 specifies requirements for a quality management system where an organisation needs to demonstrate its ability to provide medical devices and related services that consistently meet customer and applicable regulatory requirements. It applies to organisations involved in one or more stages of the life cycle of a medical device, including design and development, production, storage, distribution, installation, servicing and final decommissioning, as well as to suppliers that provide product or services to such organisations.

The standard is derived from ISO 9001 but is not the same. It does not require continual improvement of customer satisfaction in the ISO 9001 sense. Instead it emphasises regulatory compliance, a risk-based approach to processes, documented procedures, design and development controls, traceability, complaint handling and post-market feedback. Certification to ISO 13485 shows that your quality system is built for medical devices; it is not, by itself, product approval, and it does not replace registration or conformity assessment under the regulations of each country. If you also need general quality certification, see our ISO 9001 QMS Certification page.

Benefits of ISO 13485 for UAE Businesses

Access to regulated markets

Many regulators and buyers treat a valid ISO 13485 certificate as the baseline evidence of a controlled quality system for device manufacturers.

Fewer product and compliance failures

Controls on design changes, suppliers, production, labelling and complaints reduce the chance of defects reaching patients and of costly recalls.

Stronger supplier credibility

Component suppliers and contract manufacturers that hold ISO 13485 are easier for device makers to approve and keep.

Risk-based decision making

Risk management runs through the system, from design inputs to post-market surveillance, so decisions are documented and defensible.

Audit readiness

A single, well-run system makes regulatory inspections, customer audits and notified body assessments less disruptive.

ISO 13485 Requirements

The standard requires you to demonstrate:

  • Quality management system (clause 4): scope, process approach, risk-based control of processes and control of documents and records, including a quality manual and medical device files.
  • Management responsibility (clause 5): top management commitment, regulatory and customer focus, quality policy and objectives, responsibility and authority, and management review.
  • Resource management (clause 6): competent personnel, suitable infrastructure and work environment, and contamination control where relevant.
  • Product realisation (clause 7): planning, risk management, customer-related processes, design and development, purchasing, production and service provision, traceability, and control of monitoring and measuring equipment.
  • Measurement, analysis and improvement (clause 8): feedback, complaint handling, regulatory reporting, internal audit, control of nonconforming product, data analysis, and corrective and preventive action.

ISO 13485 Certification Process: How BRSM Global Gets You Certified

Our approach follows the four-stage process that BRSM Global applies to every management system project: guidance, implementation, auditing and post-certification. For ISO 13485 certification, that translates into the following eight practical steps.

Step 1: Free consultation and scope definition

We start with a conversation about your business, sites, activities and customers. We confirm whether ISO 13485 fits your goals, define the scope of certification and agree a realistic timeline.

Step 2: Gap analysis

Our consultants compare your current practices, documents and records with the requirements of ISO 13485. You receive a clear gap report with priorities, so effort goes where it matters.

Step 3: Planning and fixed quote

Based on the gap analysis we prepare a project plan with responsibilities and milestones and a fixed written quote, so you know the investment before work begins.

Step 4: Documentation and implementation

We help you develop the policies, procedures, registers and records the standard requires, in plain language and sized to your organisation, and we help your team put them into daily practice. This is the 'Guidance' and 'Implementation' stage of our process.

Step 5: Training and awareness

Management and staff are trained on their responsibilities under ISO 13485. Where relevant we also train internal auditors, who will later audit your system.

Step 6: Internal audit and management review

Once the system has been operating, we help you run an internal audit and a management review. These are mandatory and give you the chance to fix weaknesses before the external auditors arrive.

Step 7: Certification audit support

The independent certification audit is carried out in two stages. Stage 1 reviews documentation and readiness. Stage 2 verifies implementation on site through interviews, observation and records. We prepare your team and support you during the audit; this is the 'Auditing' stage of our process. Our guide to preparing for a Stage 1 and Stage 2 audit explains what auditors look for.

Step 8: Certificate issue and post-certification support

After any nonconformities are closed, the certificate is issued, normally for three years with annual surveillance audits. We stay with you after certification, advising on changes, standard updates and surveillance audit preparation, which is our 'Post-certification' stage.

Documents Required for ISO 13485

Common documented information includes:

  • Quality manual and quality policy
  • Medical device file for each device type or family
  • Procedures for document control, record control and management review
  • Risk management file and procedure
  • Design and development plan, inputs, outputs, reviews, verification and validation records
  • Supplier evaluation, approval and monitoring records
  • Production, process validation and cleanliness or sterility records where applicable
  • Traceability, labelling and unique device identification records
  • Complaint handling, advisory notice and regulatory reporting procedures
  • Internal audit programme, corrective and preventive action records and management review minutes

How Long Does ISO 13485 Take?

A typical ISO 13485 project takes about 6 to 12 months. Design controls, supplier approval and process validation take time to put in place and to generate records, so organisations with existing ISO 9001 systems and mature documentation are at the faster end. Certification uses a two-stage audit, with a three-year certificate and annual surveillance audits.

Who Needs ISO 13485?

This is relevant to a wide range of organisations, including:

  • Medical device manufacturers and assemblers, including contract manufacturers
  • Manufacturers of components, packaging and materials supplied to the medical device industry
  • Importers, distributors and authorised representatives that must evidence supplier quality systems
  • Service and maintenance providers for medical equipment
  • Start-ups preparing devices for regulated markets

ISO 13485 in Dubai and the UAE

The UAE health authorities regulate medical devices at federal level. Published requirements for registering a medical device manufacturing site ask for a valid, legalised ISO 13485 certificate from the manufacturer, and import permits accept valid ISO 13485 and CE quality certificates among other evidence. Registration certificates are time-limited and renewal follows the same discipline, so keeping your certificate current matters long after the first audit. Requirements and responsible authorities change, so always check the current rules with the authority before you plan.

Dubai also hosts a large and growing healthcare and medical supply sector, from hospital supply chains to free-zone distribution. Distributors and local manufacturers in these networks are asked by principals and buyers to show quality evidence. If your devices carry the CE mark, see our CE Marking Compliance Support page, and for the technical background on quality systems read ISO 9001 clauses explained.

Frequently Asked Questions About ISO 13485

What is ISO 13485?

The international standard for quality management systems in the medical device industry, covering design, production, distribution and servicing.

Is ISO 13485 mandatory in the UAE?

It is not a universal legal requirement for every business, but UAE registration of overseas manufacturing sites asks for a valid ISO 13485 certificate, and many buyers require it. Check the current rules for your product class.

Is ISO 13485 the same as ISO 9001?

No. ISO 13485 is based on ISO 9001 but adds medical device specific regulatory, risk, traceability and design requirements, and omits some ISO 9001 customer satisfaction requirements.

Does ISO 13485 mean my device is approved?

No. The certificate covers your quality management system. Device registration or marketing authorisation is a separate process with the relevant regulator.

How much does ISO 13485 certification cost in the UAE?

It depends on the size of the organisation, the device risk class and the scope. We quote after a scoping review.

Can distributors get certified?

Yes. Organisations that store, distribute or service medical devices can certify the relevant processes, and the scope is written to match what you actually do.
