ISO 45001:2018 Certification in Dubai & UAE

Every serious employer in the UAE wants to send people home safely, and every serious client wants proof that it happens. ISO 45001:2018 is the international standard for occupational health and safety (OH&S) management systems, and the benchmark requested on construction, oil and gas, industrial and logistics projects. BRSM Global helps companies in Dubai and across the UAE implement ISO 45001 in a way that works on site, involves workers and stands up to an independent certification audit.

What is ISO 45001:2018 Certification?

ISO 45001:2018 specifies requirements for an OH&S management system and gives guidance for its use, so that organisations can provide safe and healthy workplaces, prevent work-related injury and ill health, and continually improve OH&S performance. It was published in March 2018 and replaced OHSAS 18001, which has since been withdrawn. For the full explanation of that transition, see our page on OHSAS 18001 certification and migration to ISO 45001.

The standard applies to any organisation regardless of size, type or activity, and covers risks to employees, contractors, visitors and anyone else affected by your operations. It is built on the same high-level structure as ISO 9001 and ISO 14001, which makes integration simple. Unlike many safety checklists, it focuses on leadership, worker consultation and participation, identification of hazards, risks and opportunities, and application of the hierarchy of controls. Companion guidance such as ISO 45002 supports implementation, but certification is made against ISO 45001 only.

Benefits of ISO 45001 Certification for UAE Businesses

Fewer injuries and incidents

Systematic hazard identification, risk assessment and controls protect people and reduce lost-time incidents, stoppages and associated costs.

Access to major projects

Principal contractors, developers, oil and gas operators and government clients commonly make ISO 45001 a pre-qualification requirement.

Legal compliance and lower risk

The system keeps track of applicable legislation and requires periodic evaluation of compliance, supporting readiness for inspections.

Engaged workforce

Mandatory consultation and participation of workers builds trust and improves hazard reporting.

Insurance and reputation benefits

A mature OH&S system demonstrates reduced risk to insurers, partners and prospective employees, supporting your employer brand.

ISO 45001 Requirements

Certification is awarded when you demonstrate that your system conforms to ISO 45001:2018 clauses 4 to 10:

  • Context (clause 4): issues affecting the OH&S system, needs and expectations of workers and other parties, and a defined scope.
  • Leadership and worker participation (clause 5): top management accountability, an OH&S policy, defined roles, and consultation and participation of workers.
  • Planning (clause 6): hazard identification, assessment of OH&S risks and opportunities, legal requirements, objectives and planning to achieve them.
  • Support (clause 7): resources, competence, awareness, communication and documented information.
  • Operation (clause 8): operational planning and control using the hierarchy of controls, management of change, procurement, contractors, outsourcing and emergency preparedness.
  • Performance evaluation (clause 9): monitoring, measurement, compliance evaluation, internal audit and management review.
  • Improvement (clause 10): incident investigation, nonconformity, corrective action and continual improvement.

ISO 45001:2018 Certification Process: How BRSM Global Gets You Certified

Our approach follows the four-stage process that BRSM Global applies to every management system project: guidance, implementation, auditing and post-certification. For ISO 45001:2018 Certification, that translates into the following eight practical steps.

Step 1: Free consultation and scope definition

We start with a conversation about your business, sites, activities and customers. We confirm whether ISO 45001 fits your goals, define the scope of certification and agree a realistic timeline.

Step 2: Gap analysis

Our consultants compare your current practices, documents and records with the requirements of ISO 45001:2018. You receive a clear gap report with priorities, so effort goes where it matters.

Step 3: Planning and fixed quote

Based on the gap analysis we prepare a project plan with responsibilities and milestones and a fixed written quote, so you know the investment before work begins.

Step 4: Documentation and implementation

We help you develop the policies, procedures, registers and records the standard requires, in plain language and sized to your organisation, and we help your team put them into daily practice. This is the 'Guidance' and 'Implementation' stage of our process.

Step 5: Training and awareness

Management and staff are trained on their responsibilities under ISO 45001. Where relevant we also train internal auditors, who will later audit your system.

Step 6: Internal audit and management review

Once the system has been operating, we help you run an internal audit and a management review. These are mandatory and give you the chance to fix issues before the external audit.

Step 7: Independent certification audit (Stage 1 and Stage 2)

The certification audit is carried out by an independent certification body, never by your consultant. Stage 1 reviews documentation and readiness. Stage 2 verifies implementation on site through interviews, observation and records. We prepare your team and support you during the audit; this is the 'Auditing' stage of our process.

Step 8: Certificate issue and post-certification support

After any nonconformities are closed, the certificate is issued, normally for three years with annual surveillance audits. We stay with you after certification, advising on changes, standard updates and surveillance audit preparation, which is our 'Post-certification' stage. Our article on leading ISO transitions with people at the centre explains why this support matters.

Documents Required for ISO 45001

You will normally need the following documented information, adapted to the size and risk profile of your operation:

  • OH&S policy and scope of the management system
  • Hazard identification and risk assessment register
  • Register of legal and other requirements
  • OH&S objectives with action plans
  • Worker consultation and participation records
  • Emergency response plans and drill records
  • Incident, near-miss and investigation reports
  • Contractor selection, induction and control records
  • Training, competence and medical surveillance records where relevant
  • Internal audit reports, management review minutes and corrective actions

How Long Does ISO 45001 Certification Take?

Most small and medium organisations in the UAE achieve ISO 45001 certification in about 8 to 14 weeks. Higher-risk or multi-site operations commonly require 3 to 6 months because the system must be implemented on every relevant site and run long enough to generate records. Certification includes a Stage 1 audit, which reviews documentation and readiness, and a Stage 2 audit, which verifies implementation on site and with workers. The certificate is valid for three years, with annual surveillance audits and a recertification audit before expiry. Organisations migrating from OHSAS 18001 can often shorten the timeline.

Who Needs ISO 45001 Certification?

This certification is relevant to a wide range of organisations, including:

  • Construction, civil, MEP and fit-out contractors
  • Oil, gas, energy and utilities service companies
  • Manufacturing, warehousing, cargo and logistics operators
  • Facilities management, hospitality and engineering service providers
  • Any employer asked by clients or tenders for ISO 45001 evidence

ISO 45001 in Dubai and the UAE

Workplace safety is a priority across Dubai's building sites, industrial areas, ports and hospitality operations, and extreme summer heat adds specific health risks for outdoor workers. Our Business Bay consultants know the practical hazards, from working at height to heat stress, and build ISO 45001 systems that supervisors and workers will actually use. We also support multi-country clients through our offices in Riyadh and Muscat.

Frequently Asked Questions About ISO 45001

How much does ISO 45001 certification cost in the UAE?

It depends on headcount, number of sites, risk level and the support you need. The cost includes implementation support and the certification body's audit fee. We provide a fixed quote after a gap analysis.

Is ISO 45001 the same as OHSAS 18001?

No. ISO 45001:2018 replaced OHSAS 18001, adding context, leadership accountability, worker participation and risk-and-opportunity thinking. OHSAS 18001 certificates are no longer valid.

How long does ISO 45001 certification take?

Typically 8 to 14 weeks for small and medium companies and 3 to 6 months for larger or higher-risk organisations.

Do we need an OH&S manager to be certified?

The standard does not prescribe a job title, but it does require competent people with defined responsibilities and top management accountability.

Does ISO 45001 cover contractors?

Yes. It requires you to control contractors' activities that affect your workers and to consider how your activities affect them.

Can ISO 45001 be integrated with ISO 9001 and ISO 14001?

Yes. A shared structure allows a single integrated system and combined audits.
