ISO/IEC 42001:2023 AI Management System Certification in Dubai & UAE
Artificial intelligence is moving from pilot projects to everyday business in the UAE, in customer service, analytics, logistics, finance and government services. With that comes questions from boards, clients and regulators: who is accountable for the AI systems you build or use, how are risks assessed, and how do you keep them fair, safe and explainable? ISO/IEC 42001 is the first international management system standard for AI. BRSM Global helps organisations in Dubai and across the UAE build an AI Management System (AIMS) and prepare for independent certification.
Edition status (checked October 2026): ISO/IEC 42001:2023 is the current and first edition. No amendment or revision has been published as of October 2026.
What is ISO/IEC 42001 AI Management System Certification?
ISO/IEC 42001:2023 specifies requirements for establishing, implementing, maintaining and continually improving an artificial intelligence management system within an organisation. It is intended for organisations that provide or use AI-based products or services, and it applies to organisations of any size and sector. The standard takes a lifecycle and risk-based view of AI, from design and data to deployment, monitoring and retirement.
It follows the familiar ISO management system structure and adds AI-specific requirements, including an AI policy, AI risk assessment and AI system impact assessment, objectives for responsible AI, controls in Annex A and implementation guidance in Annex B. Typical control topics include governance and accountability, data quality and provenance, transparency and information for users, human oversight, third-party and supplier relationships, and monitoring of performance and incidents. It is a management system standard, not a technical benchmark of model accuracy. Organisations with information security systems will find it fits with ISO 27001 Information Security Certification, and privacy teams can connect it to ISO/IEC 27701 Privacy Certification.
Benefits of ISO/IEC 42001 for UAE Businesses
Clear accountability for AI
Defined roles, policies and approval steps ensure that AI projects do not run outside governance.
Structured AI risk management
Risk and impact assessments identify issues such as bias, safety, privacy and misuse before deployment.
Trust with customers and partners
Independent certification gives buyers a recognised basis to assess how you manage AI.
Support for regulatory readiness
A documented system makes it easier to respond to evolving AI rules, policies and client requirements.
Consistent practice across teams
Common procedures for data, testing, monitoring and incidents reduce one-off decisions.
ISO/IEC 42001 Requirements
The standard requires you to demonstrate:
- Context (clause 4): your role with respect to AI, interested parties, requirements and the AIMS scope.
- Leadership (clause 5): top management commitment, an AI policy and assigned responsibilities.
- Planning (clause 6): AI risk assessment, AI system impact assessment, risk treatment, AI objectives and planning for change.
- Support (clause 7): resources, competence, awareness, communication and documented information.
- Operation (clause 8): operational planning and control, performing risk and impact assessments and treating risks across the AI system lifecycle.
- Performance evaluation and improvement (clauses 9 and 10): monitoring, internal audit, management review, nonconformity, corrective action and continual improvement.
- Annex A controls: a reference set of controls on policies, internal organisation, resources, impact assessment, system life cycle, data, information for interested parties, use of AI systems and third-party relationships.
ISO/IEC 42001 Certification Process: How BRSM Global Gets You Certified
Our approach follows the four-stage process that BRSM Global applies to every management system project: guidance, implementation, auditing and post-certification. For ISO/IEC 42001 certification, that translates into the following eight practical steps.
Step 1: Free consultation and scope definition
We start with a conversation about your business, sites, activities and customers. We confirm whether ISO/IEC 42001 fits your goals, define the scope of certification and agree a realistic timeline.
Step 2: Gap analysis
Our consultants compare your current practices, documents and records with the requirements of ISO/IEC 42001. You receive a clear gap report with priorities, so effort goes where it matters.
Step 3: Planning and fixed quote
Based on the gap analysis we prepare a project plan with responsibilities and milestones and a fixed written quote, so you know the investment before work begins.
Step 4: Documentation and implementation
We help you develop the policies, procedures, registers and records the standard requires, in plain language and sized to your organisation, and we help your team put them into daily practice. This is the 'Guidance' and 'Implementation' stage of our process.
Step 5: Training and awareness
Management and staff are trained on their responsibilities under ISO/IEC 42001. Where relevant we also train internal auditors, who will later audit your system.
Step 6: Internal audit and management review
Once the system has been operating, we help you run an internal audit and a management review. These are mandatory and give you the chance to fix weaknesses before the external auditors arrive.
Step 7: Certification audit support
The independent certification audit is carried out in two stages. Stage 1 reviews documentation and readiness. Stage 2 verifies implementation on site through interviews, observation and records. We prepare your team and support you during the audit; this is the 'Auditing' stage of our process. Our guide to preparing for a Stage 1 and Stage 2 audit explains what auditors look for.
Step 8: Certificate issue and post-certification support
After any nonconformities are closed, the certificate is issued, normally for three years with annual surveillance audits. We stay with you after certification, advising on changes, standard updates and surveillance audit preparation, which is our 'Post-certification' stage.
Documents Required for ISO/IEC 42001
Common documented information includes:
- AIMS scope and AI policy
- Inventory of AI systems, uses and roles (provider, user, developer)
- AI risk assessment and treatment plan
- AI system impact assessments
- Statement of applicability for Annex A controls
- Data governance, quality and provenance records
- Testing, validation and monitoring procedures and results
- Human oversight and escalation procedures
- Supplier and third-party AI assessment records
- Internal audit, management review and corrective action records
How Long Does ISO/IEC 42001 Take?
A typical ISO/IEC 42001 project takes about 3 to 6 months for organisations with an established management system and a limited number of AI systems, and longer for large portfolios. Certification follows a two-stage audit, with a three-year certificate and annual surveillance audits. Because the standard is new, confirm the availability of accredited certification for your scope when planning.
Who Needs ISO/IEC 42001?
This is relevant to a wide range of organisations, including:
- Companies developing AI-based products and platforms
- Organisations deploying AI in customer service, analytics, recruitment, finance or operations
- Government entities and service providers using AI in public services
- Consultancies and managed service providers offering AI solutions
- Organisations that want to show clients a governed approach to AI
ISO/IEC 42001 in Dubai and the UAE
The UAE has made artificial intelligence a national priority, and its AI strategy aims to encourage responsible adoption across government and industry. At the same time, AI that processes personal data must respect the UAE personal data protection regime, and regulated sectors have their own expectations. An AIMS helps you demonstrate that the use of AI is deliberate, risk-assessed and monitored.
For Dubai companies, the practical value is often commercial: enterprise and public-sector buyers are beginning to ask how suppliers govern AI, and a recognised standard gives a straightforward answer. Our consultants help you inventory AI use, set proportionate governance and align the system with existing security and privacy controls. Standards and expectations in this area change quickly, so we recommend confirming the current requirements for your sector before you finalise your plan. Practical guidance on people and awareness is available in building a security awareness programme.

Frequently Asked Questions About ISO/IEC 42001
What is ISO/IEC 42001?
The international standard for artificial intelligence management systems, setting out how organisations govern and manage AI responsibly.
Is ISO 42001 mandatory in the UAE?
It is not a general legal requirement. Some clients, tenders and sectors may expect it, and it can support compliance with other obligations.
Does it test whether our AI model is accurate?
No. It is a management system standard. It requires you to assess, test and monitor your AI systems, but it does not set model performance thresholds.
Does it apply if we only use third-party AI tools?
Yes. Organisations that use AI systems, not only those that build them, can implement the standard, and the scope is written for your role.
How much does ISO 42001 certification cost in the UAE?
It depends on the size of the organisation and the number and criticality of AI systems. We quote after a scoping review.
Can we integrate it with ISO 27001?
Yes. Many organisations extend an existing information security system to include AI governance, which reduces duplicated effort.
