ISO 14064 Greenhouse Gas Inventory and Verification Support in Dubai & UAE

Measuring greenhouse gas emissions is quickly becoming a normal part of doing business in the UAE. Lenders, large customers, listed-company disclosure and national climate legislation all ask for credible emissions data. ISO 14064 is the international standard family that explains how to quantify, report and verify greenhouse gas emissions. BRSM Global helps organisations in Dubai and across the UAE build an emissions inventory aligned with ISO 14064-1 and prepare for independent verification.

Edition status (checked October 2026): ISO 14064-1:2018 is the current edition (confirmed by ISO in 2024). A revision of Part 1 is at an early working-draft stage and is not published.

What is ISO 14064??

ISO 14064 is a family of three standards. ISO 14064-1 specifies principles and requirements at the organisation level for quantification and reporting of greenhouse gas emissions and removals. ISO 14064-2 does the same at project level for activities intended to reduce emissions or enhance removals. ISO 14064-3 specifies requirements for verifying and validating greenhouse gas statements. Verification bodies themselves work to ISO 14065.

Unlike management system standards, there is no ISO 14064 certificate in the same sense as ISO 9001. Instead, an organisation prepares a greenhouse gas inventory and report, and an independent verifier assesses it and issues a verification statement. Our role is to help you set boundaries, collect data, quantify emissions, prepare the report and be ready for verification, while the verification itself is carried out by an independent, accredited verifier. The same data supports management systems such as ISO 14001 EMS Certification and ISO 50001 Energy Management Certification, and the aspect thinking in environmental aspects and impacts register applies to emission sources too.

Benefits of ISO 14064 for UAE Businesses

Credible emissions data

Clear boundaries, methods and evidence make your inventory repeatable and defensible.

Readiness for regulation and reporting

A structured inventory prepares you for emissions reporting duties and for sustainability disclosure requests.

Better reduction decisions

Seeing which sources dominate your footprint tells you where reductions are cheapest and most effective.

Supplier and client confidence

Verified emissions information supports tenders, supply chain questionnaires and sustainability-linked finance.

A base for targets

A verified baseline is the starting point for credible reduction targets and progress reports.

ISO 14064 Requirements

ISO 14064-1 expects an organisation to address the following:

  • Principles: relevance, completeness, consistency, accuracy and transparency in the inventory.
  • Organisational boundaries: how you consolidate emissions, by operational or financial control or by equity share.
  • Reporting boundaries: which direct (Scope 1), energy indirect (Scope 2) and other indirect emissions (Scope 3) are included and why.
  • Quantification: selecting and applying methods, activity data and emission factors, with uncertainty and data quality assessed.
  • Base year and reduction: selecting and, where needed, recalculating a base year, and documenting reduction initiatives.
  • Inventory management and reporting: data collection and quality procedures, record keeping and a GHG report.
  • Verification: providing evidence to an independent verifier working to ISO 14064-3 and ISO 14065.

ISO 14064 Process: How BRSM Global Supports Your GHG Inventory and Verification

Because verification must be independent, our process concentrates on preparing a high-quality inventory and getting you ready for a verifier. The steps follow our usual guidance, implementation, auditing and post-certification stages.

Step 1: Free consultation and scoping

We discuss why you need the inventory, whether for regulation, a client, finance or internal targets, and agree the organisation, reporting boundary and reporting period.

Step 2: Gap analysis and data review

We review the data you already hold against the ISO 14064-1 requirements and identify gaps in sources, evidence and calculation methods.

Step 3: Planning and fixed quote

We prepare a project plan with data owners and milestones, and a fixed written quote after the gap analysis.

Step 4: Data collection and quantification

We help you collect activity data, choose recognised emission factors, calculate emissions by scope and document assumptions and uncertainty. This is our 'Guidance' and 'Implementation' stage.

Step 5: Training

Data owners and sustainability teams are trained on boundaries, data quality and how to keep the inventory repeatable year after year.

Step 6: Report and internal review

We help you draft the GHG report and carry out an internal review of the evidence, much like an internal audit of a management system.

Step 7: Verification readiness

We prepare your evidence pack and team for the independent verifier and support you during questions and sampling. This is our 'Auditing' stage. Our guide to preparing for Stage 1 and Stage 2 audits describes a similar preparation mindset.

Step 8: Post-verification support

After verification we help you close findings, plan reduction initiatives, set targets and prepare for the next reporting cycle, which is our 'Post-certification' stage.

Documents Required for ISO 14064

Common documented information includes:

  • Organisation and reporting boundary description
  • List of emission sources and sinks with scope classification
  • Activity data records such as fuel, electricity, refrigerant, travel and procurement data
  • Emission factor sources and calculation methodologies
  • Calculation workbooks with uncertainty and data quality notes
  • Base year selection and recalculation policy
  • GHG inventory report
  • Data management and quality control procedures
  • Evidence packs for verifier sampling
  • Verification statement and corrective action log

How Long Does ISO 14064 Take?

A first ISO 14064-1 inventory typically takes about 2 to 4 months, depending on how many sites, sources and data owners are involved and how easy activity data is to collect. Verification adds time for the verifier to review the report and evidence, and later inventories are faster because processes and data sources are established.

Who Needs ISO 14064?

This is relevant to a wide range of organisations, including:

  • Large energy users and industrial operators
  • Companies that report sustainability or ESG data to investors and lenders
  • Suppliers to multinational customers that request emissions data
  • Real estate owners, hotels and malls managing building emissions
  • Organisations planning reduction targets or carbon offset or credit activities
  • Developers of emissions reduction projects

ISO 14064 in Dubai and the UAE

The UAE Federal Decree-Law No. 11 of 2024 on the reduction of climate change effects requires designated sources to measure emissions regularly, prepare an emissions inventory, submit periodic reports under the standards set by the competent authority and keep records for five years. The law has been effective since 30 May 2025. It does not itself name ISO 14064, but ISO 14064 and ISO 14065 are referenced in measurement, reporting and verification guidance, for example in Abu Dhabi, and the standard family is widely used as a recognised method. Which of your sites or entities are designated sources, and which method applies, is for the authority to specify.

For Dubai businesses, the practical drivers are also commercial: multinational clients, banks and investors ask for emissions data, and listed companies have disclosure guidance. Our team helps you build an inventory that can serve both regulatory reporting and client requests, and connects it to your energy and environmental management work, including the building energy guidance in reducing cooling energy use in UAE buildings.

Frequently Asked Questions About ISO 14064

What is ISO 14064?

A family of international standards for quantifying, reporting, verifying and validating greenhouse gas emissions and removals.

Is there an ISO 14064 certificate?

Not in the same way as ISO 9001. Organisations prepare a GHG inventory and report, and an independent verifier issues a verification statement.

Is ISO 14064 mandatory in the UAE?

The national climate law requires designated sources to measure and report emissions, but it does not itself mandate ISO 14064. The authority sets the methods, and ISO 14064 is widely used as a recognised approach.

What are Scope 1, 2 and 3?

Scope 1 is direct emissions, Scope 2 is indirect emissions from purchased energy, and Scope 3 covers other indirect emissions in the value chain.

Can BRSM Global verify our inventory?

We support inventory preparation and verification readiness. Verification is carried out by an independent verifier, and you should check the verifier is suitably accredited.

How much does support cost?

It depends on the number of sites and sources and the data available. We quote after a scoping review.
